skills of the mopeds driver. if the new influx of people are expert in driving mopheds, the
accident would not increase.
Second, the author needs to answer the question if the policy that they limit the rentals of
mopeds from 50 to 25 is efficient. If people have their own private mopeds, there will be a lot
of mopeds in the street anyway, not having to rent a moped in a rental shop. Even though
they don't have private mopeds, 25 reduction in number may not be a significant number to
reduce the accident. As there were 100,000 people increase, 25 reduction is just minute.
Last, the author needs to answer if the inherent conditions of Seaville and Balmer Island is
the same. It is possible that Seaville has developed the city's moped infrastructure during
that time. Adequate investment on the infrastructure may significantly has reduced the
accident. Even though the infrastructure condition is the same, the weather condition may be
different. Island weather may carry lots of rainy days while Seavile's weather is more stable
for mopeds driving.
