Environmental problems have been one of the
major international and national issue in these recent decades. Some people say
that solving an environmental problem should be responsibility of one global
organization instead of each national government, and I partly agree with this
statement.
International organizations can do better to
solve environmental problems because they are the one who collaborate with all
nations through they may develop. They understand the global situation with collecting
data and information from all over the world to find out the better solutions. However,
there are many poor or underdeveloped countries which may not be able to
arrange a sufficient budget to fix their problems, so that the international
organizations may easily sort out these problems because they can fund from
many wealthy countries and will facilitate planning and implementation.(so that으로 연결되는 문장 2개의 연결관계가 확실치 않음)
On the other hand, there are many advantages
that national governments take responsibilities for environmental issues. First,
the national administration could freely adopt the laws to address environmental problems, which could not be seen in international
organizations. For instance, they can establish a law that would allow factories to
pay charging extra Carbon taxes to factories. with many manufacturing areas. Second, the national
government could promote on the mainstream media to inform people about the
negative sides of environmental problems and to awaken.
With all this taken into account, In the case of poor countries(?),
if it is difficult to budget individually and cannot be solved, international
institutional help may be needed. However, I believe that each national
government should be liable for solving problems instead of an international
government due to some benefits of freely enacting laws and using media to
raise citizens’ environment protection awareness. |
