People have different
opinions whether governments should make a legal requirement to encourage
recycling or not. Some assert that legislating about throwing out the garbage
gives people stressful situation. However, I strongly believe that those laws
lead people to participate in recycling. This is because they do not want to
commit illegal acts and they also make efforts to avoid the disadvantages.
Firs of all, most of
people have sense of responsibility when government make laws for the garbage
from houses. If they also offer incentives, they will take part in recycling.
For example, collecting the paper from homes like milk cartons can be changed for
toilet papers in Korea and these activities encourage people more recycle. When
I lived on my own, I went to the community center to get some reward depending
on kg of my recycling wastepaper and I got two toilet rolls. From that day, I
took advantage of the system because it helps me save my money. In this regard,
governments should require some legal policies to increase the rate of recycling.
On the other hand,
one of the ways to become involved in people to recycle is being fine for
people who did not separate garbage. People need to accommodate the legal
policies in order to avoid paying fine. Nevertheless, a low penalty is better
than too high in terms of practical effects. Since people can not accept easily
about too expensive fines, the penalties are charged more and more whenever they
break the law. According to a survey recently conducted by the university of Korea,
the percentage of separating garbage increases from 20 percent at 2016 to 25
percent at 2017 by enforcing the law in my country. In this sense, it is evident
that some punishment can promote recycling from homes.
In conclusion, although some people suggest that
the involvement of government is unsuitable for just throwing away, I take the
view that appropriate rules such as incentives and penalties help people to be
willing to involve in recycling from their home. |
