Your Answer ▼ It is true that these days governments try to make a profit from opening urban and rural festivals. However, people have different views about whether the income should be spend to social programmes or not. While some people argue that all citizens have authority to receive the profit, I would argue that it must be turned to the poor.
There are several reasons why the revenue should be spent regardless of the poor. To begin with, all goverments should be made accessible to all. In other words, the structure towards not only the poor but also every citizens. If they purchase one-way policy to the low-income population, another part of people could feel negligence, thus making it unfair. In addition, there are a number of policies and huge amount of budgets to spend for the poor. In this sense, the money which is created by civic festivals should be paid by normal citizens that can improve citizens' welfare in terms of next festival.
However, I personally believe that the revenue from the festival which is opened for our community should be invested in social programmes for another part of hierarchy. In fact, already almost people who have enough money enjoyed the festival and get a sense of happiness. Therefore, the results from our cultural life should be gone to the other people who could not take the advantages from government. Furthermore, a city's quality depends not only on the normal citizens but also on the poor. So, using moeny to make social programmes for the poor results in promotion of entire city's quality.
In conclusion, it seems to me that this situation is not a clear cut issue but I am convinced that not only governments' effort, but we also try to take care the poor, and I am disagree with those who argue that the festival income should not spend for the poor. |
